Admission of Trainee
Admission to GFDC centres is open to all boys and girls located in Goa from the age group of 6 to 14 years.
Interested boys and girls or their parents may contact respective Centre Head of the centre where the trainee is interested to get admitted.
Details of Centre Head can be seen in ‘GFDC Centres’.
On being admitted, parents of the trainees are required to enter into a contract with Goa Football Development Council.

- Why contract needs to be signed?
Ans: It is a proof of admission of trainee into the Centre/Pre-Academy. It also clearly indicates what are the deliverables and obligations of GFDC towards trainee and what are the obligation of trainee and guardian. - What are the benefits to trainee after signing the contract?
Ans: Trainee becomes officially registered in the centre and eligible to all facilities that are provided. - Why contract period is of 5 years?
Ans: GFDC wants to train, wants to impart proper coaching to the admitted students and provide a platform to develop and grow from grass root level to youth level with all inclusive growth. - What Opportunities trainee will get if he excel?
Ans: The best trainees from the grass-root centre can get promoted to pre-academy level and best trainee can get selected on merit into the Academy. - What if the child is unable to attend the football coaching when child is in SSC/HSSC?
Ans: The child can fully devote his or her time to study for SSC/HSSC with or without attending training. However the trainee remains bounds by the terms and conditions of the contract. - Whether the child can go outside the state to play for Club/Association?
Ans: Yes, provided prior permission given by GFDC. - What will happen if child goes abroad?
Ans: The child is free to go abroad and permission from GFDC is not required. However if the child wants to play for any team or join any football development program he will need NOC from GFDC. - Under what condition the parent may have to reimburse in case of violation of contract?
Ans: If parent or trainee violets any terms or condition of contract. - What will be the amount that parent would have to reimburse?
Ans: The expenditure made by GFDC to the trainee from date of admission till the date of violation of contract. - Whether the council has a power to terminate the contract?
Ans: Yes, even without assigning any reason. However notice will be issued and fair chance will be given to trainee/parent to explain his/her side of the story and a final decision will be taken after considering reply form trainee. - Whether the child can play for Country/State/ Association/ Club and School?
Ans: The child is free to play for/represent the Country, State or School and no permission is required from GFDC. But if he or she wants to play for any Association/Club, prior NOC from GFDC is mandatory. This is for the duration of a contract i.e. for 5 years. - Whether the child needs NOC to play outside the country during the course of 5 years?
Ans: Yes - Whether the Medical expenditure of a child will be borne by GFDC in case the child suffers from injury during coaching, training and playing?
Ans: Yes, GFDC will bear entire cost of medical treatment including hospitalization.
Policy for Medical Reimbursement
The Council took up concerns expressed from various quarters regarding injuries which may occur during training sessions/matches and related expenditure towards cost of medical treatment including hospitality if any.
Information received from various centre heads that these issues are being raised by parents in Consultative Committee meetings and the Council took up the issue and decided to frame a policy.
Over the last 3 years there were no major injuries reported from GFDC Grassroot centres, however since September 2015; three cases were reported. This issue was deliberated at length by the Council. The Council also took into consideration frequency of occurrence of such cases over the last 3 years and thereafter decided to examine financial implication, for insuring all the trainees from the Grassroot centres as well as meeting the cost of medical treatment of the individual cases without insurance.
On comparison, it was found that two options for medical insurance were available:
- Limited Cover (Injury Only)

From the comparison study, the Council came to a well considered decision that; it is not financially viable & cost effective to have either Limited Insurance Cover or Wide Insurance Cover for all 3000 trainees from GFDC Grassroot centres as the occurrence of injuries was rare or remote. A case from Benaulim centre was also considered by the Council wherein one trainee got injured while training and subsequently the treatment for the injury lead to the discovery of terminal illness. Council took into consideration the immense financial cost of treatment of such illness.
From this considered view the Council decided on the following medical policy:
- In case of an injury which would include hospitalization or otherwise; the council will be bear the entire expenditure of the injury on cost to cost basis.
- In case of terminal illness the council will provide one time financial assistance of Rs. 1 Lakh to the trainee concerned.
